The item is flight critical and/or the available technical data is inadequate for full and open competition, so Government source approval is required prior to contract award, and only previously approved sources have been solicited. Non-approved sources must submit the required source approval information with their proposal per the applicable NAVSUP WSS Source Approval Information Brochure, and source approval time normally cannot delay award. All responsible sources may identify interest and capability, but this notice is not a request for competitive proposals and a decision to compete is discretionary. FAR Part 12 commercial-item procedures are not being used, though interested parties may identify commercial-item interest/capability to the contracting officer.
