This is a repairs procurement using Wide Area Workflow payment instructions, and the Small Business Administration representative at NAVSUP WSS determined that no set-aside recommendation applies. The Government issues the contract/delivery order/purchase order/modification when it is deposited in the mail, transmitted by fax, or sent electronically, including email, and acceptance of the contractor’s proposal constitutes bilateral agreement. Markings must comply with MIL-STD-130. Packaging must comply with MIL-STD 2073 as found elsewhere in the schedule, while applicable documents, requirements, quality assurance, and notes are marked not applicable.

NAVSUP WSS intends to solicit on a sole-source basis for three each of NSN 7RH 1560-01-529-9736, part number 3326624-5, LEADING EDGE, AIRCRAFT, with delivery FOB origin. The Government states it lacks sufficient, accurate, or legible data to contract with any source other than the current one. The items are subject to Free Trade Agreements and the WTO Government Procurement Agreement, and Government Source Approval is required prior to award. Because approval of a new source normally cannot be completed in time to avoid delaying award, non-approved sources must submit the information required by the NAVSUP WSS Source Approval Brochure with their proposal; offers lacking all required data will not be considered.
