The requirement is intended to be awarded under an already established BOA because the Government lacks sufficient, accurate, or legible data to contract with any source other than the current one. The item is subject to Free Trade Agreements and the World Trade Organization Government Procurement Agreement, and it requires Government Source Approval prior to award because new-source approval normally cannot be completed without delaying award.
