This is a quantity-4 requirement for a flight-critical item under TDP version 001, with delivery FOB origin. Government source approval is required before contract award; only previously approved sources have been solicited, and new-source approval timing normally cannot be allowed to delay award. If the bidder is not an approved source, it must submit with its offer the information required by the applicable NAVSUP WSS Source Approval Brochure (Spares or Repair), and if a source-approval request is already under evaluation, include a copy of the cover letter that forwarded it; incomplete offers will not be considered. Award requires the offeror, product/service, or manufacturer to meet qualification requirements at time of award under FAR 52.209-1, and if approval cannot be completed in time, award may proceed based on Fleet support needs.
