Offers will be evaluated on non-price factors—capacity, delivery, and recent relevant past performance from the past three years—that combined equal price, with one firm-fixed unit price per CLIN and no tiered pricing. Contract administration includes Repair Turnaround Time measured from asset acceptance, CAV receipt reporting by the fifth business day, a per-NSN throughput constraint, and an induction expiration date 365 days after contract award. The warranty runs 365 days after unit delivery or 45 days after defect discovery, and early/incremental deliveries are accepted and preferred.
