New sources must obtain Government engineering source approval before award and must submit all information required by the applicable NAVSUP WSS Source Approval Brochure with their proposal. The Government states that approval of a new source normally cannot be completed in time to avoid delaying award, so offers lacking complete source-approval data will not be considered. The acquisition will not use FAR Part 12 commercial-item procedures, though interested parties may identify commercial-item interest and capability to the contracting officer. Award requires the offeror, product/service, or manufacturer to meet the qualification requirements at time of award under FAR 52.209-1.
