This is a sole-source acquisition under FAR 6.302-1 for NSN 7R-1560-014720613-V2, TDP VER 001, quantity 57 EA, delivery FOB origin, and the item requires Government source approval before award because it is flight critical or adequate technical data for full competition is unavailable. Only sources previously approved by the Government have been solicited; approved sources retain essential data rights, manufacturing/repair knowledge, or technical data. New sources must qualify under the design control activity’s procedures, as approved by the cognizant Government engineering activity, and must submit the required NAVSUP WSS Source Approval Brochure information with their offer; incomplete submissions will not be considered. The time required to approve a new source normally means award cannot be delayed pending approval, and award may proceed based on Fleet support needs if approval cannot be processed in time. Award will be made only if the offeror, product/service, or manufacturer meets the qualification requirements at time of award, and FAR Part 12 commercial-item procedures are not being used, though interested parties may identify a commercial item capable of meeting the requirement.
