This requirement is for 32 each of a flight-critical part, delivered FOB origin, and the Government will only solicit previously approved sources because the technical data is inadequate for full and open competition. Approved sources retain essential data rights, manufacturing/repair knowledge, or technical data not economically available to the Government. Non-approved bidders must qualify as alternate sources through the design control activity’s procedures and submit the required NAVSUP WSS Source Approval Brochure information with their proposal. Offers that do not provide all required source approval data, or proof of prior submission, will not be considered, and award may proceed based on Fleet support needs if a new source cannot be approved in time. The acquisition may also be subject to Free Trade Agreements, the WTO Government Procurement Agreement, and/or Balance of Payments Program clauses as applicable.
