The Navy requires firm-fixed-price repair/overhaul services for a mechanical actuator (NSN 7RH 1680-01-598-8197, P/N 42555-401), including inspection, component repair/replacement, reassembly, and testing to return units to Ready for Issue condition. Performance is to occur at the specified repair source/facility in Park City, Utah, with the contractor responsible for facilities, labor, materials, parts, tooling, and test equipment unless Government Furnished Material is identified. Government source approval is required prior to award; non-approved sources must submit NAVSUP WSS Source Approval Brochure information with their proposal, and offers missing required data will not be considered. The contractor must maintain an ISO 9001/SAE AS9100 quality system, calibration to ANSI/NCSL Z540.3 or equivalent, configuration management, purchased-parts control, and MIL-STD-2073 packaging; a 12-month warranty applies with defect claims within 45 days of discovery. The Government may conduct quarterly repair assessment testing on randomly selected repaired CLINs, and special provisions cover Beyond Economical Repair, Missing on Induction, and Over and Above Repair determinations requiring DCMA/PCO concurrence.

This is a sole-source procurement for a flight-critical aerospace part requiring Government source approval before contract award. Only sources previously approved by the Government for this item have been solicited, though all responsible sources may express interest and submit capability statements. Any alternate source must comply with the design control activity's qualification procedures and must submit all required Source Approval Brochure data with its offer. Approval of a new source normally cannot be completed in time for award, and the Government may continue the acquisition based on fleet support needs. The contract action is intended to be negotiated with only one source under FAR 6.302-1.
