This is a Navy ALRE EMALS repair/overhaul requirement for critical components: the Block Switch Control (NSN 1680-01-644-7170, P/N 34000D1460776) and Half Bridge (NSN 5998-01-718-3601, P/N 34000D1140852-02), to be returned to Ready for Issue condition per applicable manuals, specifications, engineering orders, and drawings. The contractor must provide facilities, labor, materials, parts, and test/tooling equipment unless Government Furnished Property is expressly provided, while maintaining ISO 9001/SAE AS9100 quality and calibration systems and complying with configuration management, packaging, and documentation requirements. Required turnaround times are 475 days after receipt for NIIN 017183601 and 90 days after receipt for NIIN 016447170, with an induction expiration 365 days after contract award and a 12-month warranty. The Block Switch Control repair source/location is specified as General Atomics in San Diego, CA, and only companies approved under the critical source-approval process are eligible for award. The contract also includes special provisions for Beyond Economical Repair, Missing on Induction, Over and Above Repair, and DCMA/PCO concurrence before certain repair actions.

The procurement is for 8 each of NSN 7R-1680-016447170-EY, with delivery on an FOB origin basis and early/incremental deliveries accepted. Contractual documents will be considered issued when transmitted via mail, fax, or electronic methods, and the government’s acceptance of a proposal constitutes a bilateral agreement. Terms and conditions are governed by an existing Basic Ordering Agreement (BOA). The government intends to solicit from only one source under FAR 6.302-1, but all responsible sources may submit capability statements for consideration.
