The Government intends to solicit and negotiate on a sole-source basis under FAR 6.302-1 for NSN 7R-1610-016145786-EK, quantity 95 EA, delivery FOB Origin, because the flight-critical part requires Government source approval and only previously approved sources have been solicited. Approved sources retain essential data rights, manufacturing/repair knowledge, or technical data, so alternate sources must qualify through the design control activity’s approved procedures. Non-approved offerors must submit all required source approval information with their proposal per the applicable NAVSUP WSS Source Approval Brochure; offers lacking complete data will not be considered. If source approval cannot be processed in time, award may proceed based on Fleet support needs. The solicitation will not use FAR Part 12 commercial-item procedures, though interested parties may identify commercial-item capability to the contracting officer.
