The Government requires 24 each of a flight-critical part, with delivery FOB origin, and intends to solicit and negotiate with only one source under FAR 6.302-1 because the item requires Government source approval and available technical data is not adequate for full and open competition. Only previously approved sources have been solicited, and the approved source(s) retain essential design, manufacturing/repair, or technical data not economically available to the Government. An alternate source must qualify through the design control activity and submit the required NAVSUP WSS Source Approval Brochure information with its offer; offers missing required data will not be considered. The time needed to approve a new source normally cannot delay award, and award may proceed based on Fleet support needs if approval cannot be completed in time. The acquisition will not use FAR Part 12 commercial-item procedures, though interested parties may identify commercial-item capability to the contracting officer.
