The Government intends to award this flight-critical item on a sole-source basis to HORNET ACQUISITIONCO LLC (CAGE 3HRL4), as only previously approved sources have been solicited and available technical data does not support full and open competition. Engineering source approval by the design control activity is required, and approved source(s) retain essential data rights, manufacturing/repair knowledge, or technical data not economically available to the Government. An alternate source must qualify under procedures approved by the cognizant Government engineering activity. If you are not an approved source, you must submit the information required by the applicable NAVSUP WSS Source Approval Information Brochure with your proposal; offers missing required data will not be considered for award. Award will be made only if the offeror, product/service, or manufacturer meets the qualification requirements at time of award, and the Government may proceed based on Fleet support needs if source approval cannot be processed in time.
