Early and incremental deliveries are accepted and preferred. All responsible sources may identify their interest and capability or submit proposals, quotations, or capability statements, though this notice is not a request for competitive proposals. Any determination not to compete based on responses is within the government’s discretion, and information received will normally be used only to decide whether to conduct a competitive procurement. One or more items may be subject to Free Trade Agreements and/or the WTO Government Procurement Agreement depending on the DFARS clauses included.
