The Navy requires overhaul/repair, upgrade, testing, inspection, and return to Ready-for-Issue condition for aircraft instrument filters (NSN 1680-01-483-9376, P/N 123SCAV7521-1) in accordance with the latest applicable repair technical publications. Performance is to occur at the repair source’s facility, identified as Pole/Zero Acquisition Incorporated, 5558 Union Centre Drive, West Chester, OH 45069-4821 (Cage 0U5W0). Required repair turnaround time is 371 days after asset receipt, induction expires 365 days after contract award, and assets received after that date require bilateral agreement. The contractor must meet detailed quality/configuration requirements (ISO 9001/AS9100, ANSI/NCSL Z540.3 or equivalent, MIL-STD-130 markings), maintain inspection and historical records, and handle BER/MOI/OAR and nonconforming material with Government/DCMA approval. The contractor is responsible for all parts, materials, tooling, test equipment, and facilities unless Government-furnished, must provide a monthly throughput constraint per NSN after initial delivery, and early/incremental deliveries are accepted and preferred.

This requirement is for NSN 7R-1680-014839376-EL, TDP version 001, quantity 6 each, delivery FOB origin. The item is flight critical and requires Government source approval by the design control activity; only previously approved sources have been solicited because they retain essential data rights, manufacturing/repair knowledge, or technical data not economically available to the Government. An alternate source must qualify under the design control activity’s approved procedures, and approval time normally cannot delay award. Non-approved sources must submit the information required by the applicable NAVSUP WSS Source Approval Information Brochure with their offer, and offers missing required data will not be considered. The Government intends to solicit and negotiate with only one source under FAR 6.302-1, but responsible sources may identify interest/capability or submit proposals, and commercial item interest may be identified to the contracting officer; FAR Part 12 is not being used, and certain trade agreements may apply.
