The Government intends to solicit and negotiate with only one source under FAR 6.302-1 for an NSN 7R-1680-016509016-P8 item, reference 113A4600-406, quantity 1 EA, delivery FOB Origin. The part is commercial/nondevelopmental/off-the-shelf but is flight critical and/or has technical data inadequate to support full and open competition, requiring Government source approval before contract award. Only previously approved sources have been solicited, and approval of a new source normally cannot be completed in time to avoid delaying award. Non-approved sources must submit the information required by the applicable NAVSUP WSS Source Approval Information Brochure with their proposal; offers missing required data or previous submission documentation will not be considered. Responsible sources may still identify interest and capability or submit proposals, though the Government intends this as a sole-source action and will determine whether to compete based on responses.
