The requirement is for 5 each of NSN 7R-1650-015743797-F7, reference 1FA14012-8, a commercial/nondevelopmental/off-the-shelf, flight-critical item, with delivery FOB Origin. Government source approval is required prior to contract award, and only previously approved sources have been solicited because adequate technical data for full and open competition is unavailable. Non-approved sources must submit with their proposal the information specified in the applicable NAVSUP WSS Source Approval Information Brochure (Spares or Repair), including technical data based on production experience. If a source approval request is already under evaluation, offerors must include a copy of the forwarding cover letter, and incomplete data submissions will not be considered for award. Award may proceed based on Fleet support needs if source approval cannot be processed in time, and Free Trade Agreements/WTO GPA terms may apply if the cited DFARS clauses are included.
