The current design is unstable, has low process yield or marginal performance, and is expected to undergo major changes that will make the present configuration obsolete. Because the item requires Government source approval and available technical data does not support full-and-open competition, only previously approved sources have been solicited, and new-source approval is normally too lengthy to delay award. If you are not an approved source, you must submit the information required by the applicable NAVSUP WSS Source Approval Brochure (Spares or Repair) with your offer, including any cover letter if your source approval request is already under evaluation. Failure to provide required source approval data will make an offer ineligible, and award may proceed based on Fleet support needs if approval cannot be completed in time; Free Trade Agreements and WTO GPA clauses may also apply.
