The Government requires source approval prior to award; non-approved sources must provide the NAVSUP WSS Source Approval Brochure information, and offers lacking required data will not be considered. If a firm-fixed price cannot be determined, the PCO must be informed. If source approval cannot be completed in time or would prevent timely fulfillment, award may proceed based on Fleet Support needs. Contractual documents are considered issued when sent by mail, facsimile, or other electronic commerce methods, and Government acceptance of the contractor’s proposal forms a bilateral agreement. Early and incremental deliveries are accepted and preferred.
