The requirement is for repair services supported by a quality system meeting Mil-I-45208A, Mil-Q-9858, ISO 9000/9001/9002, or equivalent, including a Repair Quality Plan, inspection/test procedures, purchased-material controls, receiving inspection at the contractor’s facility, failure analysis, nonconforming-material controls, and CLIN-level historical records. IRB authority is delegated for minor nonconformances, scrap, or rework, but MRB authority for “AS-IS” and minor nonconformances remains with the Government, and receiving-inspection evidence must be kept for at least 12 months after end-item acceptance. Supplies are warranted for one year after delivery, with defects to be reported within 45 days of discovery. Packaging must comply with MIL-STD-2073 and markings with MIL-STD-130. The Government may select samples of completed repaired CLINs from each quarterly repair production completion for repair assessment testing at the CFA or another Government-designated location.
