All responsible sources may identify their interest and capability or submit proposals, quotations, or capability statements, which the Government will consider in deciding whether to conduct a competitive procurement. FAR Part 12 commercial-item procedures are not being used, but interested parties may identify commercial-item interest and capability to the contracting officer.
