The Government intends to solicit and negotiate on a sole-source basis under FAR 6.302-1 for two units of a specified NSN item, with delivery FOB origin and early/incremental deliveries accepted. Contractual documents are considered issued when mailed, faxed, or sent electronically, and the contractor’s proposal acceptance constitutes bilateral agreement to that issuance; all terms and conditions follow an existing Basic Ordering Agreement. Responsible sources may identify their interest and capability or submit proposals, quotations, or capability statements, although this notice is not a request for competitive proposals. Any responses will generally be used only to determine whether to conduct a competitive procurement. The Government is not using FAR Part 12 commercial-item procedures, but interested parties may identify their interest and capability to satisfy the requirement with a commercial item.
