The requirement is for five flight-critical units of an NSN part (reference 450-060-202-103), delivered FOB origin, that must be acquired from an approved source because the Government lacks adequate technical data for full and open competition. Approved source(s) retain essential design, manufacturing/repair knowledge, or data rights, and any alternate source must qualify through the design control activity and Government engineering approval before award. Only previously approved sources have been solicited; if you are not approved, you must submit the NAVSUP WSS Source Approval Brochure information with your proposal, and failure to provide all required data will make the offer ineligible. The Government intends to solicit and negotiate on a sole-source basis under FAR 6.302-1, though responsible sources may identify interest/capability or submit proposals for consideration, and award may continue based on Fleet support needs if source approval cannot be completed in time. The acquisition is not being conducted under FAR Part 12 commercial-item procedures and may be subject to Free Trade Agreements/WTO Government Procurement Agreement clauses.
