The Navy requires overhaul/repair, testing, inspection, and return to Ready for Issue condition of three distributing system units (NSN 6150-01-559-1184 / P/N 450-075-401-111) under the SOW and approved repair manuals. The induction period for initial units is 365 calendar days from contract award, with the Government able to extend by another 365 days for a two-year total and carry over unused induction slots. Offerors must propose option pricing for up to 10 units over the full contract period, including the initial quantity, with separate second-year pricing if prices change after the first 365 days; the Government may order any quantity up to the maximum, and total contract value for threshold purposes is highest proposed unit price times maximum units. Repairs/upgrades must be performed at the facility identified in the SOW, with the stated repair source/location as Bell Textron Inc., 3255 Bell Flight Blvd, Fort Worth, TX 97499. The contractor must supply facilities, labor, materials, parts, and test/tooling equipment unless Government-furnished, and maintain ISO 9001/SAE AS9100 quality and calibration systems while complying with configuration management, markings, storage, and MIL-STD-2073 packaging requirements.

This requirement is for NSN 7R-6150-015591184-H1, TDP VER 002, quantity 3 EA, with delivery FOB origin. The Government lacks sufficient data to procure from other than the current source(s), and the item requires Government source approval prior to award because it is flight critical and/or the available technical data does not support full and open competition. Only previously approved sources have been solicited, and award cannot normally be delayed pending approval of a new source. If you are not an approved source, you must submit the required NAVSUP WSS Source Approval Brochure data with your proposal, or if your source approval request is already under evaluation, include a copy of the forwarding cover letter. FAR Part 12 commercial-item procedures are not being used, but interested parties may identify their interest and capability to satisfy the requirement with a commercial item to the contracting officer.
