The Government lacks sufficient data to procure from other than the current source(s), and the item requires Government source approval prior to award because it is flight critical and/or the available technical data does not support full and open competition. Only previously approved sources have been solicited, and award cannot normally be delayed pending approval of a new source. If you are not an approved source, you must submit the required NAVSUP WSS Source Approval Brochure data with your proposal, or if your source approval request is already under evaluation, include a copy of the forwarding cover letter. FAR Part 12 commercial-item procedures are not being used, but interested parties may identify their interest and capability to satisfy the requirement with a commercial item to the contracting officer.
