This requirement is for repair/upgrade, testing, and inspection of 19 units of Central Electronics P/N 3203134-215, NSN 1680-016716624, returning them to Ready for Issue condition. The initial induction period is 365 calendar days from contract award, and the Government may extend it by another 365 days for a total of two years, with unused initial-year induction slots carried into the second year. Contractors must propose option pricing for up to 30 units over the entire contract period including the initial quantity, with separate second-year pricing if rates change after the first 365 days. The Government may place the initial order for any number of units up to the maximum, and for threshold purposes total contract value is calculated as the highest proposed unit price multiplied by the maximum units. Repair/upgrade work must be performed at the facility identified in the SOW, listed as FLIR Systems Inc., 27700A SW Park Ave., Wilsonville, OR 97070 (Cage 64869), with the contractor responsible for all parts, materials, tooling, test equipment, and facilities unless specifically furnished by the Government.

Only previously approved sources have been solicited because the approved source(s) retain essential data rights, manufacturing/repair knowledge, or technical data not economically available to the Government. New sources must submit the information required by the applicable NAVSUP WSS Source Approval Brochure with their proposal, or document prior submission of that data; otherwise offers will not be considered. The source-approval process is normally too lengthy to delay award, and the Government may proceed with award based on Fleet support needs if approval cannot be completed in time. The Government is not using FAR Part 12 commercial-item procedures, but interested parties may identify to the contracting officer their interest and capability to satisfy the requirement with a commercial item.
