This requirement is for 19 each of a flight-critical part (NSN 7R-1680-016716624-YR) delivered FOB origin, and it requires engineering source approval by the design control activity. Only previously approved sources have been solicited because the approved source(s) retain essential data rights, manufacturing/repair knowledge, or technical data not economically available to the Government. New sources must submit the information required by the applicable NAVSUP WSS Source Approval Brochure with their proposal, or document prior submission of that data; otherwise offers will not be considered. The source-approval process is normally too lengthy to delay award, and the Government may proceed with award based on Fleet support needs if approval cannot be completed in time. The Government is not using FAR Part 12 commercial-item procedures, but interested parties may identify to the contracting officer their interest and capability to satisfy the requirement with a commercial item.
