The Government intends to solicit and negotiate on a sole-source basis under FAR 6.302-1 for NSN 7R-5975-015855351-P8, quantity 5 each, with delivery FOB origin, because it lacks sufficient accurate or legible data to purchase or repair the item from any source other than the current approved source(s). The item is flight critical and/or the available technical data is inadequate for full and open competition, so Government source approval is required before contract award; only previously approved sources have been solicited. Prospective bidders that are not already approved must submit the information required by the applicable NAVSUP WSS Source Approval Brochure for Spares or Repair with their proposal, and offers missing required data or lacking documentation of prior complete data submission will not be considered for award. If a source approval request is already being evaluated by NAVSUP WSS, the offer must include a copy of the cover letter that forwarded the request. If source approval cannot be processed in time or approval requirements would prevent timely fulfillment, award may proceed based on Fleet support needs; this procurement also does not use FAR Part 12 commercial-item procedures, though interested parties may identify commercial-item interest and capability to the contracting officer.
