This Navy RFQ is for repair/overhaul, upgrade, testing, inspection, and return to Ready-for-Issue condition of Receiver-Transmitter P/N 822-2158-002 (NSN 7RH 5821 015855355 P8), manufactured per Rockwell Collins drawing 822-2158-002 and latest referenced specifications. The SBA representative at NAVSUP WSS determined that no set-aside recommendation applies. The contractor must supply facilities, labor, materials, parts, test/tooling, and quality/calibration/configuration-management systems meeting ISO 9001/SAE AS9100, ANSI/NCSL Z540.3 or equivalent, plus applicable MIL-STD-130 marking and MIL-STD-2073 packaging requirements, unless Government Furnished Material/Property is expressly provided. Performance is associated with Rockwell Collins Inc. at 400 Collins Road NE, Cedar Rapids, IA 52498-0001, and the contractor must specify the actual repair source/location and perform repairs at the facility identified in the SOW. A one-year warranty after delivery applies, with defects to be reported within 45 days after discovery.

The Government intends a sole-source award under FAR 6.302-1 for a flight-critical part that requires Government source approval prior to contract award, and only previously approved sources have been solicited. The requirement is for NSN 7R-5821-015855355-P8, quantity 6 EA, TDP VER 001, delivery FOB Origin. New sources must submit the applicable NAVSUP WSS Source Approval Information Brochure documentation with their offer; offers lacking required data or prior submission documentation will not be considered. If new-source approval cannot be processed in time or approval requirements prevent timely fulfillment, award may proceed based on Fleet support needs. Responsible sources may identify their interest and capability, but this notice is not a request for competitive proposals.
