The item is flight critical and/or lacks adequate technical data for full and open competition, so Government source approval is required prior to contract award and only previously approved sources have been solicited. New sources must submit the required source approval information with their proposal per NAVSUP WSS Source Approval Information Brochures; if a source approval request is already under evaluation, include a copy of the forwarding cover letter, and incomplete submissions will not be considered.
