This is a Government requirement for 11 EA of a flight-critical spare part (NSN 7R-5985-015855349-P8) with delivery FOB origin. The part must be acquired from an approved source because the Government lacks adequate technical data for full and open competition, and approved sources retain essential data rights, engineering, and manufacturing/repair knowledge. Only previously approved sources have been solicited; new sources must obtain design-control-activity source approval and submit the required NAVSUP WSS Source Approval Brochure information with their offer. The Government intends to solicit and negotiate with only one source under FAR 6.302-1, and delays in approving a new source may not delay award if needed for Fleet support.
