This is for 12 each of a flight-critical NSN item, delivered FOB origin, requiring Government source approval before contract award because the item is flight critical and/or the technical data are inadequate for full and open competition. Only previously approved sources have been solicited, and non-approved sources must submit the required NAVSUP WSS source approval information with their offers; new-source approval normally cannot be processed in time to delay award. Offers that fail to provide all required source approval data, or documentation of prior submission, will not be considered for award. The Government intends to solicit and negotiate with only one source under FAR 6.302-1, although responsible sources may identify interest or submit proposals/capability statements; this notice is not a request for competitive proposals. Award will be made only if the offeror, product/service, or manufacturer meets the qualification requirements at time of award, and certain Free Trade Agreements/WTO Government Procurement Agreement may apply if specified DFARS clauses are included.
