The Navy requires repair/overhaul/upgrade, testing, inspection, and return to Ready for Issue condition of NRP BOTTLE FE-36 HI, P/N 474614-1, NSN 7RH 1680 016098992 P8, with offers priced as firm-fixed-price or estimated repair costs. The contractor must supply all facilities, labor, materials, parts, and tooling unless Government Furnished Material is expressly provided, and work must follow Kidde Technologies Inc. drawing 61423 / 474614-1 (latest revision), MIL-STD-130 markings, and applicable repair manuals. The contractor’s quality system must meet ISO 9001/SAE AS9100, calibration must meet ANSI/NCSL Z540.3 or ISO-10012-1, and configuration management and process control documentation are required with Government approval for changes. Repairs/upgrades must be performed at the identified repair source and location: Kidde Technologies Inc., 4200 Airport Drive NW, Wilson, NC 27893-9643. A one-year-after-delivery warranty applies, with defects to be reported within 45 days of discovery, and the SOW includes special handling for Beyond Economical Repair, Missing on Induction, Over and Above Repair, and restricted cannibalization.

This is for 12 each of a flight-critical NSN item, delivered FOB origin, requiring Government source approval before contract award because the item is flight critical and/or the technical data are inadequate for full and open competition. Only previously approved sources have been solicited, and non-approved sources must submit the required NAVSUP WSS source approval information with their offers; new-source approval normally cannot be processed in time to delay award. Offers that fail to provide all required source approval data, or documentation of prior submission, will not be considered for award. The Government intends to solicit and negotiate with only one source under FAR 6.302-1, although responsible sources may identify interest or submit proposals/capability statements; this notice is not a request for competitive proposals. Award will be made only if the offeror, product/service, or manufacturer meets the qualification requirements at time of award, and certain Free Trade Agreements/WTO Government Procurement Agreement may apply if specified DFARS clauses are included.
