NAVSUP WSS is seeking a contractor to repair, overhaul, upgrade, test, and inspect mission computers (P/N 822-2476-002; NSN 1650-016656130) to Ready for Issue condition, with the contractor responsible for all facilities, labor, materials, parts, tooling, and testing unless Government-furnished property is expressly provided. Repairs must follow the latest approved technical repair instructions, drawings, and manuals, with PCO approval required for changes, and the contractor must maintain ISO 9001/SAE AS9100 quality and ANSI/NCSL Z540.3-equivalent calibration systems. Performance/source location is specified as Rockwell Collins, Inc., 400 Collins Rd NE, Cedar Rapids, IA 52498, and repairs/upgrades must be performed at the facility identified in the SOW. The effort includes a one-year warranty after delivery with defects to be reported within 45 days of discovery, and items exceeding 75% of the current replacement price may be classified as Beyond Economical Repair. The Small Business Administration has determined that no set-aside is applicable for this procurement.

This is a sole-source procurement for NSN 7R-1650-016656130-H5, quantity 7 each, with delivery FOB origin. The item is flight critical and requires Government source approval; only previously approved sources are solicited, and new sources must submit the data required by the NAVSUP WSS Source Approval Brochure. Because approval of a new source normally cannot be completed in time, award cannot be delayed for that approval. The Government intends to negotiate with only one source under FAR 6.302-1, but all responsible sources may indicate their interest and submit capability statements or proposals.
