This requirement is for 10 units of a part that requires engineering source approval by the design control activity to maintain quality, with delivery FOB origin. The approved source(s) retain essential data and knowledge, so only previously approved sources are solicited, and an alternate source must qualify through the cognizant Government engineering activity. The Government intends to solicit and negotiate with only one source under FAR 6.302-1, but all responsible sources may express interest and capability. Offers from unapproved sources must include the Source Approval Information Brochure data from NAVSUP WSS, and award will be made only if the offeror or manufacturer meets qualification requirements at the time of award. Because the time for new source approval normally cannot be delayed, the Government may continue award based on fleet support needs if approval is not processed in time.
