The repair turnaround time (RTAT) is measured from physical receipt of the asset at the contractor's facility (recorded in CAV) to final government acceptance, with a required RTAT of 325 days. The contractor must report transactions in CAV within five business days after receipt. A monthly throughput constraint must be provided for each NSN, with no constraint if a specified monthly volume is met. Assets received after 365 days from contract award are not authorized for repair without bilateral agreement. Early and incremental deliveries are accepted and preferred.
