This is a sole-source procurement for a flight-critical item (quantity 4) with delivery FOB origin, requiring Government source approval—only previously approved sources are solicited. New sources must submit the detailed source approval information specified in the NAVSUP WSS brochure, as the technical data is not adequate for full and open competition. Interested parties may submit capability statements or proposals, but proposals must be received within 45 days (or 30 days if under an existing Basic Ordering Agreement) from publication to be considered. Award will only be made if the offeror and product meet qualification requirements at time of award, and the government may proceed based on fleet support needs even if source approval isn't processed in time. The acquisition is subject to applicable Free Trade Agreements and Trade Agreements clauses.
