The Navy intends to award a sole-source contract to Sikorsky Aircraft Corp for two plain seals under an existing basic ordering agreement. The government lacks sufficient technical data to contract with any other source. These items are subject to free trade agreements and the World Trade Organization Government Procurement Agreement. This acquisition requires Government Source Approval, and because approval of a new source cannot be obtained in time for award, unapproved offerors must submit all required source approval data with their offers or they will not be considered.
