The Navy requires repair/overhaul/upgrade, testing, inspection, and acceptance of spark gas turbine igniters to Ready for Issue condition under Honeywell drawing 3888058-7 (latest), P/N 3888058-7, NSN 7RH 2925 015835619 P8, with markings per MIL-STD-130. The contractor must provide all facilities, labor, materials, parts, test equipment, and tooling unless Government Furnished Material is expressly provided; parts must be new per FAR 52.211-5 unless approved, and cannibalization requires NAVSUP WSS/BDE approval. Work is to be performed at Honeywell International, 1300 W Warner Road, Tempe, AZ 85284-2896, and the contractor must meet an RTAT of 110 days after receipt of asset, with induction expiring 365 days after contract award. The contractor must maintain an ISO 9001/SAE AS9100 quality system, calibration to ANSI/NCSL Z540.3 or equivalent, and configuration management per NAVSUP WSS. The contract includes a 12-month warranty, requires a throughput constraint per NSN, prefers early/incremental deliveries, and requires DCMA written concurrence plus PCO direction before proceeding with BER, MOI, or OAR repairs.

The government intends to solicit and negotiate with only one source under FAR 6.302-1 for a commercial off-the-shelf item, with a quantity of three units and delivery FOB origin. All responsible sources may express interest, and proposals must be received within 45 days from publication (or 30 days if an existing Basic Ordering Agreement is used).
