Navy requires repair, upgrade, testing, and inspection of a fluid unit valve (P/N 3291186-7; NSN 7RH 1650 016874168 F7) to Ready for Issue condition, with the contractor responsible for facilities, labor, materials, parts, test/tooling equipment, quality control, configuration management, and packaging unless Government Furnished Material is specified. The required repair turnaround time is 110 days after receipt of the asset, and the induction expiration date is 365 days after contract award; assets received after that are not authorized for repair without bilateral agreement. The identified repair source/location is Honeywell International Inc., 1300 W. Warner Rd., Tempe, AZ 85284, Cage Code 59364, and repairs must be performed at the facility identified in the SOW. A 12-month warranty applies to supplies of a noncomplex nature. Early and incremental deliveries are accepted and preferred.

This is a sole-source procurement for 2 units of a commercial off-the-shelf item, with delivery FOB origin. The government intends to negotiate with only one source under FAR 6.302-1, but responsible parties may express interest. Technical documentation is available through DODSSP/ASSIST, though drawings and patterns are not stocked there. Award will require the offeror, product, or manufacturer to meet qualification requirements at time of award. The government retains discretion on whether to compete based on responses.
