This competitive procurement covers repair, overhaul, upgrade, testing, and inspection of ALTIMETER, ENCODING (P/N 518-28007-204; NSN 7RH 6610 01 259 0251), returning units to Ready For Issue condition; SBA/NAVSUP WSS review found no set-aside applicable. The contractor must provide facility, labor, materials, parts, and test/tooling unless Government Furnished Material is expressly provided, use new parts per FAR 52.211-5, obtain PCO approval for changes or cannibalization, and use SAE-AS22759 wire in place of prohibited MIL-W-81381 wire. Work must be performed at the contractor-specified repair source and actual location identified in the SOW, with inspections on contractor equipment; the contractor must maintain ISO 9001/SAE AS9100 quality and calibration systems, configuration management, and enclosed storage, and IPC/EIAJ-STD-001C-certified personnel if MIL-STD-454 is referenced. Beyond Economical Repair is defined as repair cost exceeding 75% of replacement price, while Missing on Induction, SRA replacement, and Over and Above Repair require DCMA verification and PCO/Inventory Manager direction and are not included in contract price unless authorized. The warranty term is one year after award, with a 45-day period tied to delivery in the warranty clause, and packaging must comply with MIL-STD 2073.
