The Navy requires repair, upgrade, overhaul, testing, and inspection of CONTROL,INTERCOMMUN (NSN 5831-01-468-3473, P/N 675-1000-101) to return units to Ready for Issue condition, with the contractor responsible for facilities, labor, materials, parts, test equipment, and tooling unless Government-furnished property is expressly provided. Work must be performed at the facility identified in the SOW, with Telephonics Corporation in Farmingdale, NY listed as the repair source/location. The contractor must maintain an ISO 9001/SAE AS9100 quality system, an acceptable calibration system (ANSI/NCSL Z540.3, ISO-10012-1, or equivalent), and configuration management per NAVICPIA18; packaging is MIL-STD 2073. BER, MOI, and OAR determinations require DCMA/PCO involvement, and cannibalization is not authorized without specific approval. A 365-day warranty applies, with a 45-day period tied to the last delivery under the contract.

This is a sole-source requirement for a flight-critical item, quantity 12, with delivery FOB origin. Only government-approved sources are solicited because the technical data is unavailable for competitive acquisition. Any new source must submit a Source Approval Brochure with their offer; failure to do so will result in non-consideration. If source approval cannot be processed in time, the government may proceed with award based on fleet support needs. The acquisition is not being conducted under commercial item policies.
