The contractor must perform repairs at the specified facility (L3 Aviation Products Inc, Alpharetta, GA) and comply with extensive quality, inspection, and configuration management requirements, including ISO 9001/AS9100. Repair Turnaround Time (RTAT) is measured from physical receipt of the asset at the contractor's facility to final government inspection and acceptance, and proposals must reference proposed RTAT and capacity constraints. Items are considered Beyond Economical Repair if repair cost exceeds 75% of replacement price, with DCMA concurrence required; missing SRA and over-and-above repair procedures also apply. The Navy intends to award a sole-source contract to L-3 Communications for repair of 20 units of the Display, Multiple AI (NSN 7R-6610-014885951-KB) used on KC130-J aircraft, with delivery FOB origin. L-3 is the original equipment manufacturer and the only known source, as the government does not possess the data rights to procure from other suppliers. The contract will have a one-year duration and will be issued under FAR Part 15, with UID and Buy American clauses applicable. Interested parties may submit capability statements or source approval requests, but the procurement will not be delayed for SAR approval. This is not a small business set-aside.
