This contract requires Government source approval prior to award because the item is flight-critical and technical data may be insufficient for full and open competition. Only previously approved sources have been solicited, and new sources must submit the detailed information specified in the NAVSUP WSS Source Approval Brochure with their proposal. Offers that fail to provide all required source approval data will not be considered for award. Award will only be made if the offeror, product, or manufacturer meets qualification requirements at the time of award, per FAR clause 52.209-1. The Government is not using FAR Part 12 commercial item procedures, but interested parties may identify their commercial item capability to the contracting officer.
