The required delivery date is hereby updated from 90 days to 150 days. 2. The evaluation factors for this solicitation are price and delivery. The factors are equally weighted. 3. Price - Total price for all quantities will be evaluated. There will be no price realism evaluation. Offerors are reminded that is a competitiveprocurement and are encouraged to quote their most competitive prices. 4. Delivery - All units must be delivered within 150 days. Early and/or incremental deliveries are preferred. The degree to which the quoter is able to deliver units prior to the 150 day delivery deadline will be evaluated.Delivery will be evaluated based on the offerors quoted delivery schedule. The government will consider the delivery schedule in its entirety, with emphasis on the timeline and quantity of the first delivery. The offerorsdelivery schedule shall be specified in the quote. 5. Any reference to proposal in the solicitation should be read as quote. 6. If an offeror that has already submitted a quote does not respond to thisamendment, the Government will assume that the provided quote stands as is. 7. To the extent this Amendment conflicts with any section in the solicitation,this amendment controls. 8. Quote revisions must be emailed to the below email address by close of business on 06/24/2025: Destiny.n.wiatr.civ@us.navy.mil \ This solicitation is for a spares procurement of a commercial item for the P8 aircraft. This solicitation will be using competitive procedures. Quotes may be emailed to the below address and must be received by 04:30PM ESTon the closing date, listed in block 10 on page 1 of this solicitation: Destiny.n.wiatr.civ@us.navy.mil. Quotes received after the closing date are considered to be late and will not be considered for award. If only one acceptable quote is received in response to this solicitation, competitive procedures will shift to sole source negotiations. This requirement can only be procured from Original Equipment Manufacturer (OEM) , aircraft prime, or suppliers who provide Federal Aviation Administration (FAA)-Certified parts which possess an FAA Authorized Release Certificate, FAA Form 8130-3 Airworthy Approval Tag from certified repair stations pursuant to 14 CFR Part 145, or a Certificate of Conformance for new items. In response to this solicitation, award(s) will be made to the eligible,responsible quoter(s) whose quote is technically acceptable and which isdetermined most advantageous to the Government, Delivery/quality considered. NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is issuing this Sources Sought Notice as a means of conducting market research to identify eligible contractors having an interest in and the resources to manufacture new spares or provide commercially certified overhauled parts for commercial item NSN 1660 010140576 P8; P/N 801307-00 used on the P-8A Poseidon aircraft. It should be noted by interested sources that the Government does not have the rights to, and thus cannot provide access to, proprietary technical data/drawings that may be required for manufacture this component. The P-8A is a maritime patrol aircraft derived from the Boeing 737-800 commercial airliner. Although the P-8A carries out a strictly military role for the U.S. Navy, some items on the aircraft are unmodified 737 items. These are referred to as commercial common items (i.e., common to the P-8A and 737). They are referred to in the Federal Acquisition Regulation as COTS or commercial off the shelf but hereinafter will be referred to simply as commercial common. The requirement is for an unmodified commercial common item. NAVSUP WSS is seeking any eligible small business firms including service-disabled veteran-owned small businesses, certified HUBZone small businesses, and certified 8(a) capable of performing this manufacture or supporting this requirement. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Future requirements will only be procured from suppliers who provide FAA-Certified parts which possess a FAA Authorized Release Certificate, FAA Form 8130-3 Airworthy Approval Tag, from certified repair stations pursuant to 14 CFR Part 14. The awardee will be required to comply with contract clauses from the Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulation Supplement (DFARS)/Navy Marine Corps Acquisition Regulation Supplement (NMCARS), specifically those of FAR Part 12 Acquisition of Commercial Items, DFARS Part 212 Acquisition of Commercial Items and NMCARS 5212 Acquisition of Commercial items.
