Clauses WSSTERMLZ10 and FAR 52.212-2 are hereby removed from this RFQ. 2. Remove the following language from the RFQ: "This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) submitted via quote." "The Government intends to make a single award to eligible, responsible, and technically acceptable and responsible offeror whose offer, conforming to the solicitation, represents best value to the Government. The offeror's quotation shall be in the form prescribed by, and shall contain a response to each of the areas identified in the Section L solicitation provision entitled "Submission of Offers for Lowest Priced, Technically Acceptable Offers." Only those quotations prepared in accordance with the solicitation will be evaluated. Award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding administrative costs, it is in the Government's best interest to do so. The Government will first evaluate the non-price go/no-go factors. the non-price evaluation factor is Past Performance. The non-price factors will be rated as either acceptable or unacceptable based on the solicitation criteria. The contractor must achieve an acceptable rating in past performance or it will be removed from c competition." 2. The following language is included in this RFQ: "The Government intends to make a single award to the eligible, responsible quoter whose quote is technically acceptable and which is determined most advantageous to the Government, price considered." "Addendum to FAR 52.212-4 Contract Terms and Conditions Commercial Items In addition to paragraph (a), ?Inspection and Acceptance?, add the following: 1. The contractor shall provide notification to the government of all proposed a) Interchangeability, performance, weight, safety, reliability, service life, b) Federal Aviation Administration (FAA) type certification c) Require part re-identification for any reason 2. The change notification shall include at a minimum the affected parts number and a required approval date in order to maintain current contractural performance requirements. The contractor shall make available to the Government any commercially available change documentation such as Service Bulletins or Original Equipment Manufacturer Product Line Change Notifications." \ This solicitation is for a spares procurement of a commercial off the shelf item (COTS) for the P8 aircraft. All contractual documents (i.e. contracts, purchase orders, task orders,delivery orders and modifications) related to the instant procurement areconsidered to be "issued" by the Government when copies are either deposited in the mail, transmitted by facsimile, or sent by other electronic commercemethods, such as email. NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is issuing this Sources Sought Notice as a means of conducting market research to identify eligible contractors having an interest in and the resources to manufacture new spares or provide commercially certified overhauled parts for commercial item NSN 6615 016519807; P/N CA27977-003 used on the P-8A Poseidon aircraft. It should be noted by interested sources that the Government does not have the rights to, and thus cannot provide access to, proprietary technical data/drawings that may be required for manufacture this component. The P-8A is a maritime patrol aircraft derived from the Boeing 737-800 commercial airliner. Although the P-8A carries out a strictly military role for the U.S. Navy, some items on the aircraft are unmodified 737 items. These are referred to as commercial common items (i.e., common to the P-8A and 737). They are referred to in the Federal Acquisition Regulation as COTS or commercial off the shelf but hereinafter will be referred to simply as commercial common. The requirement is for an unmodified commercial common item. NAVSUP WSS is seeking any eligible small business firms including service-disabled veteran-owned small businesses, certified HUBZone small businesses, and certified 8(a) capable of performing this manufacture or supporting this requirement.
