This solicitation is for the repair of a commercial off-the-shelf (COTS) heat exchanger for the P8 aircraft, requiring the contractor to return units to a Ready for Issue condition. The evaluation will be based on Lowest Price Technically Acceptable (LPTA) criteria, with the government intending to make a single award. The contractor must achieve a Repair Turnaround Time (RTAT) of 90 days after receipt of the asset and meet a specified monthly throughput constraint. The work must be performed by the Original Equipment Manufacturer (OEM), the aircraft prime contractor, or suppliers providing FAA-certified parts from certified repair stations. The contractor is responsible for all necessary facilities, labor, materials, and tooling, and must maintain a quality control system meeting specified military or ISO standards.

The Government intends to solicit with approved sources only under the authority of FAR 6.302-1. The government intends to solicit for the procurement of: NSN 1660 01-685-5139 HEAT EXCHANGER, AIR. The Government does not possess (or cannot provide) the data necessary to perform the required repairs or manufacture of the item. This requirement can only be procured from suppliers who provide FAA-Certified parts which possess a FAA Authorized Release Certificate, FAA Form 8130-3 Airworthy Approval Tag.
