Crystal Group is the only capable source with the technical data required to repair, test and certify this item prior to unit delivery. As this contract contains multiple criticalities it is imperative that the Government deal strictly with the OEM for repair of this item. The Government does not physically have in its possession any engineering or technical data to contract for repairs with other than the OEM at this time. The Government does not have the empirical engineering data available that would allow for realistic competitive sustainment efforts at this time. The set-aside is dissolved, there is only one small business source. FAR Part 12 will apply.
