This solicitation will be using competitive procedures. This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) submitted via quote. The quotes may be emailed to the below address and must be received by 04:30PM EST on the closing date, listed in block 10 on page 1 of this solicitation. Offers received after the closing date are considered to be late and will not be considered for award. The Government intends to make a single award to the eligible, responsible, technically acceptable and responsible offeror whose offer, conforming to the solicitation, represents best value to the Government. The offeror's proposal shall be in the form prescribed by, and shall contain a response to each of the areas identified in the Section L solicitation provision entitled "Submission of Offers for Lowest Priced, Technically Acceptable Offers". Only those proposals prepared in accordance with the solicitation will be e evaluated.Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding administrative costs, it is in the Government?s best interest to do so. The Government will first evaluate the non-price go/no go factors. The non-price evaluation factor is Past Performance. The non-price factors will be rated as either acceptable or unacceptable based on the solicitation criteria. The contractor must achieve an acceptable rating in pastperformance or it will be removed from competition. This requirement can only be procured from Original Equipment Manufacturer (OEM), aircraft prime, or suppliers who provide Federal Aviation Administration (FAA)-Certified parts which possess an FAA Authorized Released Certificate, FAA Form 8130-3 Airworthy Approval Tag. All contractual documents (i.e. contracts, purchase orders, task orders, delivery orders and modifications) related to the instant procurement are considered to be "issued" by the Government when copies are either deposited in the mail, transmitted by facsimile, or sent by other electronic commerce methods, such as email. The Government's acceptance of the contractor's proposal constitutes bilateral agreement to "issue" contractual documents as detailed herein. Early and incremental deliveries accepted.

NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is issuing this Sources Sought Notice as a means of conducting market research to identify eligible contractors having an interest in and the resources to manufacture new spares or provide commercially certified overhauled parts for commercial item NSN 4810124018527; P/N 21230-10BA used on the P-8A Poseidon aircraft. It should be noted by interested sources that the Government does not have the rights to, and thus cannot provide access to, proprietary technical data/drawings that may be required for manufacture this component. The P-8A is a maritime patrol aircraft derived from the Boeing 737-800 commercial airliner. Although the P-8Acarries out a strictly military role for the U.S. Navy, some items on the aircraft are unmodified 737 items. These are referred to as commercial common items (i.e., common to the P-8A and 737). They are referred to in the Federal Acquisition Regulation as COTS or commercial off the shelf but hereinafter will be referred to simply as commercial common. The requirement is for an unmodified commercial common item. NAVSUP WSS is seeking any eligible small business firms including service-disabled veteran-owned small businesses, certified HUBZone small businesses, and certified 8(a) capable of performing this manufacture or supporting this requirement. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THISREQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPENCOMPETITION.
