NAVSUP Weapon Systems Support (NAVSUP WSS) Mechanicsburg is seeking eligible contractors to provide Performance Based Logistics (PBL) support for the NIINs identified via attachment to this Synopsis. PBL support requires, but is not all inclusive of repair, replacement, overhaul and/or modification of the identified NIINs, packaging, handling, storage, configuration management, obsolescence, and reliability throughout the contract’s period of performance. The maximum period of performance for this effort is five years and is in support of the Aegis Weapon System (AWS) SPY-1 Radar. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Absent Government approval of additional sources, the Government intends to negotiate a contract for this effort with Lockheed Martin, Moorestown, NJ (Cage Code 02769). The government does not possess the data necessary to perform the required repairs or manufacture of the item. One or more of the items under this acquisition is subject to the Free Trade Agreements Act and/or the World Trade Organization Government Procurement Agreement and Free Trade Agreements. All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Source Approval is required. WSS will not delay award while Source Approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source.
