NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is seeking eligible contractors to furnish effort including labor, material, and facilities as may be required to repair and/or modify the Fold Mirror Assembly, NIIN 015164177, P/N 6464364, which is a component of the ATFLIR system and is used on the F/A-18 platform. NAVSUP WSS intends to add the item specified within this document to Basic Ordering Agreement N0038320GVW01, awarding sole source to the OEM, and that the lack of response from any other source will consider them to be not interested. This is being executed under the authority of FAR 6.302-1. The Government does not possess (or cannot provide) the data necessary to perform the required repairs of the item(s). Orders issued under the Basic Ordering Agreement and pursuant to this synopsis will be issued pursuant to 10 U.S.C. 2304(c)(1). The data needed to acquire this part or complete contract repair competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material or repair for a competitive solicitation. The item under this acquisition is subject to the Buy America Act. All responsible sources may identify their interest and provide capability statements in response to this notice. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Source approval is required. NAVSUP WSS will not delay award while source approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source.
