This pre-solicitation notice is for the anticipated F414 Fleet Support Performance Based Logistics contract to support the 778 General Electric F414 engine components (See Attachment A for list of items). This list includes 35 7R Families of repairable NIINs (72 in total) and 706 1R consumable NIINs. The PBL contract will be for a total of 5 years, and the expected period of performance is from 01 May 2022 and concluding on 30 April 2027. The awardee shall be required to repair or replace the 72 repairable components and supplying or manufacturing the parts needed for those repairs. The awardee shall also be responsible for supplying or manufacturing the 706 consumable components. The awardee shall also be required to partner with the Fleet Readiness Center Southeast (FRCSE), Jacksonville, FL for repair touch labor. The awardee shall also be responsible for maintaining a pool of assets required to fill requisitions within specified response times, operation of logistic management systems, requisition processing, obsolescence and configuration management, warehousing, packaging and handling. Prospective offerors must submit a source approval request to NAVSUP WSS to become an approved Navy source of supply. Neither drawings nor repair specifications are available. This procurement is being processed in accordance with Part 15 of the Federal Acquisition Regulation (FAR). The applicable NAICS code is 336412. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. One or more of the items under this acquisition is subject to Free Trade Agreements. (DFARS 252.225-7036, Deviation 2020-O0019, Rev. 1). One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
