NAVSUP Weapons System Support (WSS) Philadelphia intends to add FMS items to the existing P-8 repair BOA, N00383-19-G-PF01 with Raytheon (96214) McKinney, TX. The items added will support various FMS requirements. One or more of the items under this acquisition is subject to the Free Trade Agreement Act and/or the World Trade Organization Government Procurement Agreement and Free Trade Agreements. Orders issued under the Basic Ordering Agreement and pursuant to this synopsis will be issued pursuant to 10 U.S.C. 2304(c)(1). The data needed to acquire this part or complete contract repair competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material or repair for a competitive solicitation. All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all proposals received by 4:30 PM Eastern Time on August 4, 2021 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Source Approval is required. NAVSUP WSS will not delay award while Source Approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source.
